Council committee approves rezoning and three conditional permits for 525 Mussey Avenue

The City of Elyria Community Development Committee voted Sept. 8 to approve rezoning 525 Mussey Avenue from Heavy Industrial (H-1) to Special Industrial (S-I) and to recommend three conditional-use permits that would allow construction-recycling operations, hazardous-materials storage and a junkyard at the site. The action follows the Planning Commission’s unanimous approval on Aug. 12, 2025, and came after a public presentation by the project’s architect and questions from committee members and staff.
