Council adopts zoning amendments to setbacks, parking standards and site‑plan process; planning commission to be primary reviewer

On Sept. 2 the City Council adopted an ordinance updating parts of the zoning code covering development standards, parking diagrams, site plan and design review procedures, definitions and the commercial zoning matrix.
Contract planner Miguel Galvez told the council the changes include: reducing typical side‑yard setbacks in R‑1 from 10 feet to 5 feet (a cleanup and to better align with statewide norms); adding a 15‑foot minimum corner side yard and clarifying second‑story setbacks; updating off‑street parking diagrams to match the city’s engineering standard specifications; and adding explicit thresholds to trigger Planning Commission review for “significant exterior alterations” (for example, height increases over 15% or façade/material changes over specified percentages).
The code update also adds “social halls” as a conditional use in certain commercial zoning districts and makes office/professional/medical uses permitted in the C‑3 zone. Galvez said the Planning Commission reviewed the draft in 2022 and recommended approval; staff found the amendments are consistent with the General Plan and exempt from CEQA at this stage because they are administrative.
Council discussed the ability for council members to attend Planning Commission hearings and the existing appeal pathways; staff noted that a party dissatisfied with a Planning Commission action may appeal to the city council and that council members may retrieve (call up) a planning item for council discussion if necessary. The council adopted the ordinance by roll call vote, 4‑0.
