Council approves purchase of 13 solar street lights — members press for clearer sole‑source rules

Public Works Director Anthony Chavarria presented locations and renderings and said the city had documented recurring resident safety and mailbox‑break‑in complaints for the Barcelona site and poor illumination around Montcliff Way and Main Street. Chavarria said Fonroche Lighting (referenced as Von Roach/Fonroche in the packet) provided the renderings and pricing; two vendor representatives joined the meeting remotely but experienced audio problems.

Council members supported adding lights in identified problem areas but pulled the item for discussion because the staff report requested a waiver of formal bidding under a sole‑source justification. Councilmember Paul (raising procurement concerns) said the municipal code does not clearly define what qualifies as sole source and urged staff and legal to return with a strengthened procurement policy that sets explicit criteria for waiver of bids. He said a sole‑source claim should not be granted simply because a vendor asserts higher battery life or monitoring features without comparison to other suppliers.

Staff and the city manager agreed to refine procurement language and review options for additional lighting elsewhere in town; the council approved the resolution to buy the lights and waive formal bidding by a 4‑0 roll‑call vote.
