Keith Myers, director of business development for Subsurface Technologies, described the company's AquaFreed well‑rehabilitation and AquaGuard maintenance systems at the Sept. 2 meeting. The company uses pressurized CO2 injected into sealed wells, followed by mechanical airlift swabbing, brush cleaning and video documentation to remove mineral and biological deposits, Myers said.
Myers said CO2 treatment expands when liquid converts to gas, producing kinetic force that penetrates gravel packs and formation pores without harsh chemicals. He showed before‑and‑after video stills and described case studies in which clients regained original well production or better and reduced ongoing operating costs. He said AquaGuard can be installed as a periodic maintenance program that avoids pulling submersible pumps and shortens typical downtime.
Public Works staff (Anthony Chavarria) told council that a staff report on a proposed AquaFreed rehabilitation was on the consent agenda and that the method is already in use in nearby jurisdictions. Council members asked about measurable pre/post testing; Myers said the company performs four‑hour step pump tests, pre‑ and post‑video, and delivers a post‑project report documenting specific capacity and GPM gains.
Council approved the consent calendar (which included the staff report) in a single vote; no individual item discussion or separate vote on the rehabilitation was recorded at the Sept. 2 meeting.
