Tierra Santavillas, an 80-unit housing development led by Visionary Home Builders, will open applications to the public Sept. 3, project manager Mireya Alvarado told the City Council on Sept. 2. The developer plans a public lottery that gives priority to Livingston residents and qualifying farmworkers, and anticipates move-ins to begin Oct. 6.
Alvarado said the application will be accessible by a posted QR code at the site, online, and via a dial‑in support line for those who need help applying. Visionary will handle property management and has established an on‑site temporary leasing office, she said. “We anticipate the whole process taking about a month, expecting residents to start moving in October 6,” Alvarado said.
The project will include a farmworker component and a Head Start classroom. Alvarado said Visionary has partnered with Central Valley Services for tenant financial classes and that a Head Start operator (identified as Stanco) has agreed to lease space; she said Head Start capacity is expected to be about 30 children aged 2 to 5. The development will have two playgrounds and a full‑size basketball court, she said.
Council members asked how the lottery will be run and what local outreach will look like; Alvarado said the lottery will be public, with numbers displayed on a screen, and that the team will set appointments for one‑on‑one application reviews including background checks. The project team said they have posted the QR code on site and will share materials through City channels on the application launch date.
No formal action by the council was required at the Sept. 2 meeting; the presentation was informational and staff said they had the application materials to distribute through City social media.
The developer provided contact information to the city manager for follow‑up questions and said they will be available to help applicants during the first days the application is live.
