Parents urge later start times and heat protections; board and staff say mitigation steps underway

Two members of the public urged Desert Sands Unified School District leaders on Aug. 12 to change school calendars and start times because of extreme valley heat and very early bell times. Jennifer Chapman, who identified herself as a parent, asked the board to “consider adjusting the calendar to prioritize the safety of everyone on our campuses” and suggested moving the school year start to after Labor Day to avoid extreme summer heat during lunches, recess and outdoor activities. Priscilla Bayas, who identified herself as an active community member, a children’s mental health provider and a concerned parent, asked the board to revisit new start times at Amelia Earhart Elementary (07:45 a.m.) and Truman Elementary (07:50 a.m.). Bayas said those times represent “a shift earlier into the day of nearly a whole hour” and cited child-development recommendations for start times of 8:30 a.m. or later to protect health and academic outcomes. She proposed compromise start windows of about 08:10–08:20 a.m. to allow staggering in congested areas. Board members acknowledged the public concerns and described the district’s approach. Dr. Watson noted recent social-media and public concerns about heat and hate speech and said the district is “having talks and meetings about it.” Another speaker (district trustee/staff) said principals had been reminded about heat-mitigation responsibilities by district staff, including Mr. Kent and Dr. Gustafson, so that rooms used for PE, dance and color guard have temperatures addressed during heat-mitigation windows. No board policy or calendar change was voted on at the meeting. Trustees said various measures — including training, site reminders, and existing mitigation procedures — are being used; public commenters requested further review and explanation of how scheduling decisions were made and urged the board to work with families on adjustments. The public-comment rules cited during the meeting were Board Bylaw 9323 and the Brown Act; speakers were limited to three minutes each for a total time per item.
