Key details and conditions: Project consultants said the design retains room for a future bus wash and future administrative expansion; staff recommended including underground plumbing for future fixtures in the base work so later build-outs do not require slab demolition. Randy Darnell, the county’s reviewer with CCS, told the board, “We are recommending option 4 as it meets the program, the budget, and the future expansion needs.”
