Council moves Lighthouse Village parcel from residential to commercial CRA; commercial CRA report approved

Councilors moved one parcel for Village at Lighthouse Point (phase 3) from the residential Community Reinvestment Area report to the commercial list and approved the remaining commercial CRA items on Feb. 13; staff said properties have generally met obligations and only one commercial CRA expired Jan. 1, 2025.
At the Feb. 13 meeting the Tax Incentive Review Council corrected the Community Reinvestment Area (CRA) listings and approved the commercial CRA report after a staff explanation of active commercial abatements.
City staff said the commercial CRA attachment included a list of properties receiving property tax abatements tied to improvements. Staff described the “abated value” as the increase in taxable value after improvements and said the report shows tax foregone (the dollar value of the abatement), the beginning and end year and the abatement percentage. Staff told the council the department contacts property owners annually to verify they meet their CRA commitments — such as job creation and agreed property improvements — and that staff would consider terminating abatements that do not meet commitments.
The council identified a parcel belonging to Village at Lighthouse Point LLC (phase 3) that had been listed on the residential CRA sheet in error. A motion was made and approved to move parcel 02020209101 (phase 3 of Lighthouse Village) from the residential CRA listing to the commercial CRA listing. Council then approved the remaining Community Reinvestment Area residential report with the noted correction. Staff said only one commercial abatement on the list expired Jan. 1, 2025, and that most commercial properties have been meeting obligations.
No commercial CRA abatements were terminated at the meeting.
