At its Sept. 2 meeting Athens City Council reconsidered changes to municipal code fees and reinstated a commerce validation program intended to allow businesses to prepay and validate municipal garage parking for customers and event attendees.
Service and Safety Director Stone explained the commerce validation program would let businesses buy validation passes (for example, for an event at the Armory) so customers could be admitted and exit the municipal garage without paying on-site. Councilmember McCary moved to reinsert the commerce validation language into Ordinance 86-25; the motion passed by voice vote.
Council also discussed a proposal to create short-term (10–20 minute) pickup spaces for delivery services like DoorDash. Members noted prior experiments with 20‑minute spaces had mixed results, and the administration said it had no strong position but had been approached by businesses requesting a tailored solution.
A separate suggested amendment to require stickers on registered temporary dumpsters (to show that a dumpster had been legally permitted) received support in discussion but no formal amendment was passed at the meeting. Councilmembers said a sticker program could help code officers and waste collection crews identify permitted containers and discourage misuse.
Council returned Ordinance 86-25 to first reading after several amendments and asked staff to prepare implementation details, including online validation setup and procedures for the garage validation program timed to the new system’s January 1 availability.
