County staff reviewed a draft one-year grant agreement that would allocate $178,001.22 in settlement funds to a contractor for a public-health–related project and said the contract requires semiannual reports and allows the county to request progress reports at any time.
Chris Crockett, county staff, summarized the draft and the updated budget provided by the grant administrator. He told commissioners the county would allocate a portion of settlement funds to the contractor for necessary project expenses, and that the county may renew the agreement for up to two additional years at the commission—s sole discretion if the contractor agrees to reporting requirements.
Commissioner Sharon Bolos said she wants to make sure recipients meet reporting deadlines. "I wanna make sure that as we start to release these funds to other applicants ... that we make sure we stay on schedule with their reporting requirements," Bolos said. Commissioners agreed the contract language requiring semiannual reports and allowing the county to request progress reports is appropriate, but they emphasized that they want measurable outcomes, not only expenditure accounting.
"What I wanna know is what actually came about, what outcomes," Commissioner Jim Harvey said. "I'm looking for a report that says here we made a difference."
Staff said they would expect recipients to provide work plans and longitudinal data targets so the county can track measurable changes over time. The draft contract also includes a provision that the contractor "shall submit semiannual reports" and that contractors must adhere to statutory reporting requirements listed in an attached exhibit.
No vote was taken at the work session. Staff said they will revise the draft as needed and place the agreement on a regular commission agenda for formal action, likely within a week; commissioners directed staff to include measurable outcomes and to bring summary reports to the commission before any renewal decisions.
