Weber County approves Westbridge Meadows rezone and development agreement for 1,400-acre master-planned community

Weber County commissioners on Sept. 2 approved Ordinance 2025-23 and a development agreement that rezones roughly 1,400 acres for the Westbridge Meadows master-planned community south of the Union Pacific Railroad between the Weber River and 7500 West. The vote was recorded by roll call and carried.

County planning staff presented the agreement and a supporting third‑party market study; commissioners and staff said the agreement ties future build‑out and any changes to that market study and gives the county discretion to reject later proposals that conflict with the original study. Charlie Huert, a county staff member who presented the item, said the market study supports a "wide variety of housing, including some level of senior housing," but does not support reserving 20% of units for 55‑plus housing — a 20% requirement would equal roughly 2,640 units, Huert said.
