APOPKA, Fla. — The City of Apopka Planning and Zoning Commission on June 10 recommended approval of the Crossroads at Kelly Park Phase 2B plat, which will create 90 single‑family lots and establish rights‑of‑way for several new streets within the development.
Staff planner Jean Sanchez told the commission the subject property is about 18.75 acres east of Round Lake Road and south of Onondage Road and that the plat implements portions of the larger Crossroads at Kelly Park major development plan approved by the city council on Aug. 3, 2022. The plat establishes portions of Scrub Hickory Avenue, Sever Lily Avenue, Nickor Bean Street and Marsfield Marshalls Street rights‑of‑way to support connectivity across the development.
Applicant Genevieve Labuda confirmed the lots will be single‑family detached homes and said the lot widths will be between 52 and 55 feet. "These are gonna be single family homes. The lot sizes are between 52 to 55 feet," Labuda said on the record.
Commissioners asked routine clarifying questions about driveway length and front setbacks; staff said driveway length is determined during construction plan approval rather than at the plat stage. The Development Review Committee had recommended approval of the plat and the commission followed that recommendation.
Motion to recommend approval was made by Commissioner Washington and seconded by Commissioner Norwood; the motion carried. The recommendation will move to city council as the next procedural step; construction and vertical building permits will require separate construction plan approvals and inspections.
