Commission approves East Shore PD amendment to convert planned stormwater lot to commercial outparcel

The Planning & Zoning Commission recommended approval of a Planned Development amendment that removes a planned stormwater pond (Lot 6) and converts it to commercial outparcel space, adds 5,000 sq. ft. of commercial entitlement and explicitly allows tire sales and service in the Shops at East Shore PD.
The commission on Aug. 12 recommended approval of an amendment to the Shops at East Shore Planned Development that will convert Lot 6, previously reserved for stormwater, into a commercial outparcel and add 5,000 square feet of commercial entitlement.
Community Development staff said during engineering and permitting exercises it was determined the overall project’s rear dry ponds could accommodate stormwater for the entire project, making the front‑lot pond unnecessary. Applicant attorney Jonathan Hules said the original PD master plan had shown the front parcel as a conceptual stormwater area; later engineering approved by the St. Johns River Water Management District and the city shows the rear dry ponds are sufficient.
As part of the PD amendment, the applicant also requested adding tire sales and service as an allowed use; staff determined that specific use was not covered by the PD’s existing automobile service station allowance and supported explicitly adding it. The DRC recommended approval. Commissioner Washington moved to recommend approval and Commissioner Norwood seconded; the motion carried.
The amendment does not authorize construction on the new outparcel; subsequent site engineering, permitting and building permits are required. Stormwater design and permitting already approved for the overall PD will be constructed to accommodate the project, staff said.
