Staff to bring draft of International Property Maintenance Code for future commission review

City planning staff told the Planning Commission the state adopted the 2015 International Property Maintenance Code and that municipalities may adopt it, often with local amendments. Staff said the city currently has separate housing, nuisance and zoning provisions that overlap and that adopting the property maintenance code could consolidate and clarify standards on housing quality and blight.
Staff said they will prepare materials showing how other municipalities adopted the code and possible local amendments and expected to place the item on a future agenda. A commissioner noted the code is lengthy and said prior review was difficult because of the document's size; staff suggested the commission could review the code in sections and tailor amendments for local conditions.
Staff said adopting a single consolidated code could allow the city to retire overlapping provisions in its current zoning and nuisance codes. Staff also said that work on the zoning code update and property maintenance code could be coordinated and that a consultant may present sections of the zoning code at an upcoming meeting.
