City to host SPARC placemaking workshop Sept. 4; core committee named

New London will host a one-day Strategic Planning and Revitalization for Communities (SPARC) workshop on Sept. 4; the Economic Development Committee appointed a core committee to work with East Central Wisconsin Planning Commission and to lead public engagement.
Ginger Stuels told the Economic Development Committee on Aug. 20 that New London was selected for a Strategic Planning and Revitalization for Communities workshop — SPARC — run by the East Central Wisconsin Planning Commission and scheduled for Sept. 4.
Stuels described SPARC as “a 1 day intensive workshop ... designed for to help rural communities, to identify and plan projects that support, not only economic development, but also transportation goals.” She said the day will include a stakeholder session with invited key individuals and a public input period in the morning, followed by a public presentation at 4:30 p.m. in the Washington Center North Room.
Stuels and the committee emphasized the workshop will focus on placemaking and transportation connections — for example, how the Berninger Riverwalk and trailheads connect downtown and how to improve safe walking routes to schools. Stuels asked committee members to help recruit business owners and stakeholders from the study area, which includes the Berninger Riverwalk, two empty lots on South Pearl Street between Longevity and the Wolf River Pub, and a brief look at St. John's.
The committee chair appointed a core committee to work with East Central Wisconsin and lead the SPARC process: April Kopitsky, Bob Besaw, Chad Hearst, Maramar Kerter, the committee chair, and Ginger Stuels. Stuels encouraged broad public participation at 9:00 a.m. and attendance at the 4:30 p.m. presentation.
Discussion and next steps: staff and appointed members will conduct outreach to invited stakeholders and the general public prior to Sept. 4 and will bring SPARC results to the committee at the presentation.
