Oldsmar council receives annual local mitigation strategy report, maintains Class 5 CRS rating

City staff presented the Local Mitigation Strategy (LMS) annual progress report and the Pinellas County Community Rating System (CRS) annual report to the Oldsmar City Council on Aug. 19 and asked the council to receive and file the documents.
The City Manager told the council Oldsmar has participated in the CRS program since 1992 and recently achieved a Class 5 rating. “A class 5 rating [allows] residents and businesses to reduce flood insurance premiums up to 25%,” the City Manager said during the presentation.
Staff explained that activity 5.10 (floodplain management planning credits) requires municipalities to create a floodplain management plan or participate in a multijurisdictional plan. Oldsmar’s LMS is developed with Pinellas County and the county’s 24 municipalities and is updated annually with a full update every five years; staff said the latest five‑year update was adopted May 20, 2025.
The LMS and CRS annual reports reference the city’s capital improvements program (CIP) through FY2026 and list drainage projects, public infrastructure improvements and community outreach. The City Manager said annual progress reports are required to maintain the CRS credit and that the complete LMS and CRS materials are available at the city clerk’s office and on the city website.
A motion to receive and file the annual reports was made and seconded; the council voted by voice and the chair announced the motion passed.
Staff recommended no immediate policy changes in the meeting; the item was procedural to maintain program credits and public information about flood mitigation planning.
