Owner says 437 Lockhart is under contract; board finds property noncompliant and sets Sept. 3 review

City staff told the Code Enforcement Board Aug. 14 that 437 Lockhart Street (case CEB0825133) remained in noncompliance for a damaged roof and soffit after a site visit Aug. 13. A remote participant connected by Zoom said the property is under contract with a projected closing date of Sept. 24 and that prospective buyers were aware the roof needed replacement.
Staff recommended continuing the matter to the next cutoff so the owner or the buyer could provide proof of repairs. Board members and staff discussed a technical difficulty with the remote connection during the hearing; after the remote participant confirmed the pending sale date, the board voted to find the property in noncompliance and set a compliance deadline of Sept. 3, 2025. The participant asked for flexibility to allow the buyer an opportunity to complete repairs after closing; staff advised the participant to stay in close contact with Inspector Sarah Kirk about contractor scheduling and documentation.
The board’s motion directs the owner to come into compliance by the Sept. 3 cutoff or face fines of up to $1,000 per day. Staff said that if the property changes ownership before the next hearing, the new owner could be added to the case record and the enforcement action would continue until the violations were corrected.
