Code board reduces lien for Delphine J. Jackson Trust's True Vine Temple to $5,000

The Daytona Beach Code Enforcement Board voted Aug. 14 to reduce a $26,215.39 lien tied to case CEB02-20-33 — listed under Delphine J. Jackson Trust / True Vine Temple Ministries Inc. — to $5,000 if paid within 30 days. The board’s order said the reduced amount would revert to the original lien if not paid, and urged the respondent to contact the city attorney’s office immediately if they encounter payment difficulties.

City staff described the case history: notices and reinspection activity stretching back several years, inspections that found noncompliance, a per-day fine assessment beginning in 2020, and later reinspections in 2024 and 2025 that showed the property was brought into compliance. Staff recommended lowering the outstanding amount to reflect the city’s costs and inspections and to facilitate prompt payment.

A representative for the trust, who identified themself as a trustee, told the board that the property had been overseen by another individual who became ill and later died; that person had been handling day-to-day maintenance and had not informed the trustees of the outstanding lien. The trustee said the group resumed control in 2024 and corrected the apparent violations.

After staff recommendation, a board member moved to reduce the lien to $5,000 with payment due in 30 days; the motion was seconded and carried. The board recorded one opposing vote and otherwise approved the motion. Staff directed the respondent to coordinate with city staff (Mr. Garcia) and the city attorney’s office if they need more time to pay.
