The Traverse City City Commission on May 19 authorized a 2025 street reconstruction contract with Elmer's Crane & Dozer and approved associated construction staking and traffic control orders.
City staff reported two bids were received and recommended Elmer's Crane & Dozer as the low bidder. The clerk read a motion authorizing a contract for street reconstruction in an amount not to exceed $3,491,000 plus a 10% contingency ($349,100) for total construction authority, and a separate construction staking contract with Landtech Surveying in an amount not to exceed $38,180 plus contingency ($3,818). The motion also included approval of three traffic control orders: TCO 738 (no parking east side of Ninth Street between West Union and Lake Avenue on alternating days), TCO 740 (no parking on a portion of East Eleventh Street with exceptions) and TCO 741 (restrictions/2‑hour parking on East Twelfth Street tied to school days).
Commission discussion acknowledged cross‑department collaboration; the motion passed. Staff said the contracts will be subject to city manager and city attorney review of form and substance and that work coordinates with water, sewer and traffic calming funds as indicated in the packet.
