Traverse City approves two-year pilot to allow Safe Harbor shelter to operate year-round

The Traverse City Commission voted May 5 to approve a special land use permit allowing Safe Harbor of Grand Traverse to operate a year‑round emergency shelter at 517 Wellington Street as a two‑year pilot.

The vote followed a public hearing that drew neighbors, business owners, nonprofit leaders and county officials. Supporters argued the extended shelter capacity will connect people to services and reduce outdoor camping; opponents urged more safety protections for the nearby residential neighborhood and asked the city to delay permanent approval until a fuller safety plan and alternative locations are developed.

Pat Livingston, chair of Safe Harbor’s board, described the volunteer organization’s work and recent operational changes: “Since being asked to operate year round with a blessing of 21 area churches and more than 2,000 volunteers, the Safe Harbor board and staff put together a plan.” Livingston told the commission Safe Harbor had transitioned to a summer schedule on May 1 and “in the first few days, we've already averaged 70 guests a night.”
