The Harper Woods City Council accepted a low bid from Premier Group LC for the Roscommon Pocket Park project in an amount not to exceed $298,273.31, while council members debated reducing the scope to lower cost and lessen potential neighborhood impacts.
City staff presented the bid results and itemized options for cost reductions. The staff report noted that the portion of the work eligible for Act 51 funding within the Ross Common right-of-way came in lower than expected, but pavilion, fencing, benches, trash receptacles and picnic tables were cost drivers. The staff memo outlined possible reductions with estimated savings: benches ($11,800), trash receptacles ($4,900), picnic tables ($7,303.50) and a bike rack ($1,670), for a combined reduction of $25,006.73. Staff also noted options to eliminate the small playground ($28,008.47) or the wrought-iron frontage fence ($11,500) and pointed out $4,388.60 for tree trimming/removal that DPW might perform instead of including it in the contract.
Several council members urged a smaller program to match neighborhood needs and limit noise: one council member compared the plan to a larger Grosse Pointe Woods park and said the proposed number of picnic tables and amenities may be "overbuilt" for the two-lot site. Another council member said the neighborhood’s preference was for a quieter, neighborhood park rather than a rental picnic venue and suggested limiting picnic tables or omitting them entirely to discourage parties. Others argued for a modest set of amenities that would still meet resident needs, proposing a compromise list: six benches, two trash receptacles (later discussed as three), three picnic tables, one bike rack and perimeter walking path, with consideration of a smaller pavilion or alternate overhead covering to reduce cost.
Ryan Kern (AEW) said construction lead times for materials make procurement the longest portion of the work and estimated about a month from start to finish once materials are available. The drainage work (French drain) was included in the contract.
A motion to accept the low bid from Premier Group LC for up to $298,273.31 was offered, discussed and approved by roll call. Council instructed staff to work with the contractor on potential pavilion sizing and amenity reductions and to return with final scope details as needed.
