Council approves one-year benefits-broker agreement with Manquen Vance

After an RFQ process, the council authorized a one-year agreement with Manquen Vance for employee benefits consulting at a cost not to exceed $1,700 in additional fees; the motion passed unanimously.
The Berkeley City Council authorized the city manager to sign a one-year agreement with Manquen Vance for employee benefits consulting on Sept. 8, approving motion M7825.
Human Resources Director Jessica Silver told council that five brokerages responded to a request for qualifications and recommended Manquen Vance. "We received a response from 5 different benefit brokerages. It was not an easy decision... ultimately, after reviewing all 5 proposals, I am recommending that the project be awarded to Manquen Vance," Silver said.
Representatives from Manquen Vance — Mark Manquen and Kim Kulis — described the firm’s municipal focus and said they will work on strategic planning, cost management and member communications. Mark Manquen said the firm has specialized experience in municipal markets and municipal benefit programs; Kim Kulis emphasized customer service for employees enrolled in city plans.
Council member Baker asked about the typical onboarding and ramp-up time; Manquen Vance said the firm will meet with internal and city teams, establish a short- and long-term plan, and meet every two weeks at the start of the engagement. Council member Polanyi disclosed a current affiliation with Blue Cross and said she believes Manquen Vance has an "impeccable reputation."
Miss Mitchell called the roll after the discussion; the motion passed with all present voting yes.
