Council awards West Parking Deck maintenance contract to Western Specialty Contractors

St. Charles City Council voted to award a maintenance contract for the city’s West Parking Deck to Western Specialty Contractors, the city said at its meeting. The council approved the recommendation after staff described a multi-part maintenance scope that includes caulking, tuckpointing, seal replacement, trench-drain repair and a traffic-topping sealant on the fourth floor that serves as the roof for commercial spaces below.
The work was described as routine maintenance that comes on a three-to-five-year cycle for the city’s parking decks. “This year, work was slated for the 5 story deck at the 100 Illinois Street project, which was maintained about five years ago. So we’re due,” a staff member said.
Staff said the city received eight bids and Western Specialty Contractors of Glendale Heights was the lowest bidder and has performed similar work for the city in St. Charles. The presentation said one optional line item — removing and replacing expansion joints on the fourth floor — increased the project cost such that the project was “$88,000 over budget.” Staff recommended using remaining funds from an omnibus line item for roof repair to cover the overage.
According to staff, the omnibus item on the council agenda included $200,000 for roof repair; staff said bids left about $80,000 available in that line and proposed applying those dollars to the parking-deck contract. The city said construction would begin this fall, last about six to eight weeks and that contract specifications limit simultaneous closures to no more than 80 stalls. Staff added that the fourth floor will be done in halves so areas above occupied commercial space remain watertight, and that work scheduling will avoid major special events and peak weekend usage.
Councilmembers asked where the overage funds would come from and were told the available roof-repair omnibus dollars would be used. One councilmember asked whether the city would post notice; a city communications staff member said the city plans to post information on its usual channels.
The council moved to approve the award and the motion passed.
