Staff sought and the committee approved issuing a request for proposals (RFP) for the city‑owned parcel at 122 South Second Street (Building 8, Lot 4). Staff said the 0.13‑acre downtown parcel is zoned Central Downtown Business within the historic and overlay districts and can accommodate roughly a 4,500‑square‑foot building; utilities and a transformer are in place. An appraisal completed by staff returned a market value of $340,000.
Staff said the RFP will request developer background, a project narrative, preliminary drawings and financial demonstrations and will invite proposals for financial contribution to the city instead of giving the property away. The draft timeline opens proposals immediately and sets a submission deadline of Dec. 12, with finalist interviews anticipated in January and presentations in February and a development agreement in spring. Committee members asked about the deadline timing and staff said the target is to allow construction next year if possible; staff will distribute the RFP via city contact lists, CoStar, business alliance and realtor associations.
Next steps: staff will release the RFP, solicit developer proposals and return with shortlisted candidates for interviews and presentations per the timeline described.
