The Planning and Development Committee approved an intergovernmental agreement (IGA) with the City of Geneva and accepted dedication and easement documents to enable the planned extension of Division Street east of Kirk Road. Geneva will construct a multi‑phase corporate campus (Bullock Campus) for Antunes on its side of the border; the proposed extension would primarily lie within Geneva limits but includes a short segment inside St. Charles that the city will transfer jurisdiction of to Geneva.
Staff said the property owner on the St. Charles side will dedicate right‑of‑way so the street alignment can be established; after dedications are accepted the city will sign and convey jurisdiction to Geneva so Geneva can own and maintain the extended segment. The extension will also shift a park district trail alignment to the north and is consistent with the city’s boundary line agreement and comprehensive plan. Committee members confirmed the extension will provide access to the adjacent McNeil property and supported the IGA and plat easement signings.
Next steps: staff will execute the dedication documents and the jurisdictional transfer; Geneva will construct the road extension per the IGA and staff will coordinate trail realignment with the park district.
