Roselle board approves consent agenda including moratorium on massage-business licenses, hotel-tax change and contracts

The Village of Roselle board approved the consent agenda on Aug. 25, passing multiple routine items by roll call. Items included minutes of the Aug. 11 meeting, an ordinance approving a moratorium on the issuance of business licenses for massage businesses, and a resolution authorizing execution of a contract between the Village of Roselle and Drom Mechanical Industries in the amount of $58,164.
Under unfinished business the board adopted a resolution approving an agreement with Trotter and Associates Inc. in the amount of $158,800. Trustee Dela Bena made the motion to adopt the Trotter agreement.
The board also moved to approve an accounts-payable list for Aug. 25, 2025, in the amount of $2,424,935.24; the roll-call vote carried. Separately, the board passed an ordinance amending Chapter 20, Article 7 of the Village of Roselle Code of Ordinances to align municipal hotel taxes and short-term rental collections so short-term rentals pay the same rate as hotels, a change described by trustees as "leveling the playing field" for short-term-rental operators.
Discussion: trustees described the hotel-tax amendment as a revenue-equity measure between hotels and short-term-rental operators. There was no recorded debate on the moratorium for massage-business licenses or the Drom Mechanical contract; all items were presented as routine and noncontroversial on the consent agenda.
Outcome: The motion to approve the consent agenda and the separate resolutions and ordinances were adopted by roll call at the Aug. 25 meeting. The board recorded ayes with no nays or abstentions noted during the public roll calls.
