City to accept Shanahan Subdivision detention basin, activate Special Service Area 51 for maintenance

The Planning and Development Committee approved accepting conveyance of the detention basin lot in the Shanahan Subdivision and the activation of Special Service Area 51 to fund ongoing maintenance. Staff reported the 15‑lot industrial subdivision was approved in 1998 and that the detention basin, previously owned by an adjacent property owner, was not maintained by an owners association. The owner sought to sell the adjacent building and requested the city accept the basin and maintain it. Staff inspected the basin and required the owner to overhaul the basin to meet current city standards before conveyance; the owner completed most work over the past year and still has minor plantings and restoration to finish.
Staff recommended the city accept the basin subject to the outstanding restoration items being completed and that the owner cover interim or transition costs. Once accepted, SSA 51 would fund maintenance going forward. Committee members asked about the cost scale; staff said the recent work cost approximately $37,000 and that ongoing maintenance costs will be estimated before activation of the SSA. The measure passed by roll call.
Next steps: the owner will complete the remaining plantings/restoration; staff will finalize future maintenance cost estimates to set the SSA assessment and then activate SSA 51 to fund ongoing basin upkeep.
