Russell Cody, Community Development staff, told the committee the city reviewed noise complaint records since 2020 and found 64 documented construction‑ or zoning‑related complaints handled by code enforcement; 16 related to early construction starts. He said the proposed change would apply to permit types likely to be louder or more disruptive and that similar approaches exist in nearby municipalities. “The concept is that we adjust these times for the types of projects that are likely to have more of an impact,” Russell said.
Committee members from wards with older housing stock supported the one‑hour shift as a modest, enforceable compromise; staff said the change would align expectations for construction crews and help code enforcement in nuisance response. The committee approved the amendment by roll call.
Next steps: the change was approved by committee and will be implemented through an update to the city’s code and enforcement procedures; staff will coordinate with police and code enforcement on operational details and public notification.
