Lockport council awards resurfacing, sewer and lead-service contracts totaling about $2.99 million

The Lockport City Council on a single night approved a package of public-works contracts and related budgeted work, including a $2,489,550 award for the 2025 street-resurfacing program and smaller sewer and lead-service projects.

Council action covered four formal resolutions: a resurfacing contract awarded to PT Farrell Construction, a $156,100 manhole/excavation contract to Connolly Excavating, $69,539 for engineering services from Engineering Enterprises (EEI) to design and assess sanitary-sewer repairs, and a $24,000 contract to replace three lead water service lines with Connolly Excavating.

Those measures were presented as budgeted items for 2025. Public works staff said the resurfacing award covers multiple neighborhoods — Westwood Estates, Regency Point, Third Street and Sixth Street — and that the city budgeted more than $3 million for resurfacing this year, allowing an expanded scope that added Clover Ridge Drive. The expanded resurfacing scope raised the contract total to $2,730,042.43 when the additional work was included.

Staff described the sewer work as a two-part effort: excavation to gain access to legacy sanitary infrastructure adjacent to Serenity Landing and engineering work to televise lines, evaluate flows, and prepare bid-ready project manuals for rehabilitation. The engineering contract to EEI was described as necessary to determine repairs and to prepare construction documents.

For the lead-service work, staff said crews will replace service lines to the meter with 1-inch copper and fully restore disturbed surfaces. The lead replacements target two addresses explicitly cited (1501 Madison and 206 Sixth Street) and a third site to be completed while equipment is mobilized.

Background and significance Public-works presenters said the sewer segments being assessed were built decades ago, some are buried or inaccessible without excavation, and the television and engineering work will inform proper rehabilitation and future bidding. The resurfacing contract was the low bid from four bidders; staff noted the city’s budget permitted adding additional streets at the same unit prices.

What happens next Staff will finalize contract paperwork and schedule the work. For the EEI engagement, staff said the firm will televise lines, assemble a project manual, and provide design recommendations for bidding and construction.

Notes Council also approved routine consent items earlier in the meeting (minutes, payroll, an intergovernmental agreement for road re‑surfacing reimbursement with Homeward Township Highway District, and an amendment to a license agreement with the Illinois Department of Natural Resources related to expanded I & M Canal use).
