The City of Lockport City Council approved a resolution to appoint Michael F. Carroll as the city’s next city attorney and conducted a brief swearing-in ceremony during the meeting.
City Administrator staff presented the mayor’s recommendation and moved to approve Resolution 25-044, which the council adopted. Carroll was sworn in by a judge at the meeting and is scheduled to begin work on April 28.
City Administrator staff said the mayor recommended Carroll after interviews of finalists and described Carroll as having more than 20 years of experience in municipal law, including time as a partner at Peterson, Johnson & Murray and three years serving as deputy city manager and legal counsel in Michigan. “We’re very confident in Mike’s legal expertise,” the presenter said, recommending approval of Resolution 25-044.
Councilmember John Repew greeted Carroll after the vote and welcomed him to the role. Carroll repeated the oath, and the judge administering the oath led the formal swearing-in.
The appointment was completed during the meeting; council members recorded their assent during roll call. Carroll will start his position with the city on April 28, according to the presentation.
The council did not provide additional details about Carroll’s contract terms, salary, or other employment conditions during the public portion of the meeting.
Council and staff said they expect Carroll to advise the city on litigation, redevelopment and governance issues going forward.
