Council to consider facade grant for St. Paul’s Lutheran; members debate church eligibility for gaming‑funded grants

St. Paul’s Lutheran Church requested a façade and site improvement grant to replace a masonry sign on its property, and staff recommended approval under the city’s façade program.

Planning staff (Lance) presented the request and said the church is located outside the program’s target area but council has authority to award grants outside the target area if the request meets program objectives. Two contractor bids were received; staff said the applicant is eligible for a grant equal to 50% of the lowest qualified bid up to the program maximum (the staff presentation showed the eligible city grant to be $6,505.40 for this application). Staff also noted that the city pays grants after the applicant submits proof of payment and releases of liens.

Council discussion centered on whether gaming funds — which support the façade program — are appropriate for grants to houses of worship. One council member said churches do not pay property taxes and questioned whether government grant funds should be used for churches; other council members argued the grant supports a visible streetscape improvement that benefits the community and that patrons of the church may patronize nearby businesses. Councilors referenced prior facade approvals for commercial properties and said the city has discretion under the program.

After discussion the council agreed to place the item on the consent agenda for final action at a subsequent meeting. Staff said they will reach out about possible public‑use partnerships (for example community garden opportunities) between the city and property owners when appropriate, but that this grant request will be processed under the existing facade program rules and the applicant must submit receipts and lien releases before the city releases funds.
