Staff stated the 10‑year payment would be $16,500 (presented as $16.50 per year x 10 years in the packet discussion) and described the lot as subsidized by the city for plowing and maintenance while providing commuter access and some local economic activity.
Staff noted routine roll‑call votes approved the construction awards and the change order. Staff said the items will be implemented by Public Works and the city’s contracted firms; project schedules and final payments will follow submission of contractor invoices and lien releases.
