Lockport council approves asbestos abatement at City Hall

The council approved the measure at its June 18 meeting after staff described sealed bids and asked the council to authorize a not-to-exceed amount to cover possible unexpected conditions. "We had sealed bids opened, last week. And we're looking to for exceed not to exceed amount of $45,000. The bid came in at about 30, but we're a little nervous about when you start opening walls and asbestos, we may need a little more," a city staff member said.
City staff told the council the work is scheduled to begin in July so asbestos removal will be completed before the HVAC project starts in August. Most of the abatement work is expected in the gym and the basement-level areas, staff said.
Council members completed a roll call vote to approve the resolution. Staff did not read each individual vote into the public record; the transcript records affirmative responses during the roll call.
The contract funds were discussed as a contingency to ensure the abatement begins promptly and does not delay the planned HVAC work. No alternate contractors or cost-reduction amendments were proposed during the council discussion.
Council members offered no further conditions and moved forward with the contract so the remediation could take place before the HVAC installation.
The city will return to the council if additional changes to the abatement scope or contracts are needed.
