Council approves sole-source purchase of a Stryker power-load cot after grant funding

The Livonia City Council on Sept. 8 approved a waiver of the sealed-bid process and authorized the Livonia Fire and Rescue Department to purchase a Stryker power-load ambulance cot loading system for one new ambulance, using a combination of a WRAP grant and budgeted EMS equipment funds.
The department’s representative said Stryker is the sole vendor for the power-load system used in the department’s fleet and that every ambulance in the department currently uses Stryker equipment. The department reported it had applied for and received a WRAP grant of more than $17,000 earlier in the year to purchase risk-reduction equipment, including a power loader; the department asked the council to use that grant funding together with budgeted funds to buy the unit now to avoid upcoming price increases.
During the discussion, a council member confirmed that Stryker equipment is available through cooperative purchasing agreements, which the council said helps secure competitive pricing even when waiving a formal city bid. Fire leadership cited earlier purchases of stair chairs, ballistic equipment, and command-training materials procured with grant funding and said the equipment reduces injury risk to both patients and staff.
Council approved the item on the consent agenda. No recorded roll-call vote was provided in the study-session transcript; the item was placed on consent and advanced for formal adoption at the regular meeting.
