Geneva's City Council voted unanimously Sept. 2 to approve Resolution 2025-103, authorizing an interconnection agreement with Public Storage Institutional Fund for a 38-kilowatt (kW) solar generator to be installed at 1040 East State Street. The council took the action during its regular meeting after staff recommended approval of the negotiated agreement.
The agreement uses the city's avoided-cost rate for compensation, which staff said is consistent with past practice for interconnecting large generators to the city distribution system. Alderperson Martha Paschke asked whether the project would count against the city's 2,000 kW cap for qualifying systems; staff confirmed it would not. "Yes," staff replied when asked whether the system would be excluded from that cap.
The vote was 9-0 with one alderperson absent, and the resolution passed. Staff noted Superintendent Aaron Holton was present in the audience for questions. The interconnection agreement was described by staff as following the same model used previously for larger generators connecting to Geneva's distribution network.
The resolution and agreement as approved authorize the city to sign the negotiated interconnection arrangement; staff offered no amendments during the council's consideration.
The council recorded the roll call and the resolution passed without dissent. No implementation timeline or expected online date for the generator was stated during the council discussion.
