Homer Glen authorizes franchise agreement process with Clearwave Fiber; attorney to finalize terms

The Village of Homer Glen board on Aug. 14 authorized village leadership to execute a franchise agreement with Delta Communications LLC, doing business as Clearwave Fiber, subject to the village attorney’s review and final approval.
Trustees said franchise agreements help the village manage use of public rights‑of‑way and standardize insurance, indemnification and permitting procedures. “We should have the franchise agreements in place regardless of whether it’s communications or electric or whatever the case may be,” Trustee Mason said.
Village legal counsel told the board the draft agreement in the packet included redline edits to narrow blanket permits and require specific applications, routing through village engineering and community development for review. The attorney said the draft requires the company to provide maps and apply for permits for specific rights‑of‑way placements and that indemnification and insurance language had been inserted.
Jason Karnes, representing Clearwave Fiber, said the company looks forward to partnering with Homer Glen. “We’re very excited about Homer Glen and being a part of this vibrant community,” Karnes said.
Trustees approved the motion by roll call. The village attorney and Clearwave staff will finalize the redline edits and return to the board only if material changes are required.
