Village attorney: Homer Glen acquired land for wastewater plant; negotiations with Lockport over 2030 IGA ongoing

The Village of Homer Glen is proceeding with plans to become wastewater independent after acquiring roughly 30 acres of property for a future treatment plant, village officials said during the board meeting.
The village attorney told trustees staff had attempted to meet with the City of Lockport to resolve outstanding issues in the intergovernmental agreement known in the packet as the 2030 IGA, which would govern wastewater service between Lockport and Homer Glen. The attorney said Lockport requested a continuance for scheduling reasons and that the village, the village engineer and Village Manager Joe Baber would work to reschedule negotiations in March.
The attorney said the existing agreement “runs through 02/1930” as listed in meeting materials and that staff hopes to resolve remaining questions in a March meeting. Officials said the village’s land acquisition was intended to allow Homer Glen to “chart their own future and be wastewater independent going forward.”
No formal board action on the IGA was recorded during the meeting; trustees were informed of staff plans to resume negotiations and to coordinate with engineering staff and Lockport representatives.
Village Manager Joe Baber and the village attorney indicated they will report progress on scheduling and negotiation outcomes to the board at a future meeting.
