Council approves professional‑services proposal to pursue IDNR OSLAD grant for Charles Creek Park

South Lloyd — The council on Aug. 18 approved Resolution 66‑32 to hire a consultant to prepare an Illinois Department of Natural Resources (IDNR) Open Space Land Acquisition and Development (OSLAD) grant application for Charles Creek Neighborhood Park.
Staff said this will be the city’s third application for an OSLAD award for the project and that the consultant fee is expected to be approximately $3,000 to prepare the application materials. Staff described prior cleanup work and a related cleanup grant as background for the park project and said the OSLAD grant application deadline is in mid‑September; the city would provide the required local match if awarded.
A council member noted, “If you don't put it in, you won't get it,” during discussion; the council voted to proceed with the professional‑services agreement to complete the application. Staff will return final application materials and any required grant agreements to the council for acceptance if the application is submitted and/or awarded.
