Staff explained the acceptance is conditional because a number of remaining technical items (title transfers, surveys and permanent Southern California Edison power to the tank) must be completed before final acceptance and the start of the warranty clock.
Why it is being done now: Staff and the developer said the lower tank is constructed and operable but the permanent power feed and pavement work are scheduled in coming months; conditional acceptance lets the development progress while preserving final acceptance procedures and warranty protections. A city engineer noted the tank was originally filled and tested in 2019 and has been through interim sequencing; the council emphasized that final acceptance will not be declared until all contract conditions and inspections are satisfied.
