"This would be a prefab restroom," Barnes said, describing off‑site construction and on‑site foundation work before installation.

Funding for several projects is listed as "expected" or as carryovers from prior budgets, and staff said carryover items would be included in the final budget if the originally authorized funding remains available.
Staff outlined the parks requests that are new this year and noted other items are carryovers. Among the new items: a $50,000 line for police facility phase‑2 design and construction documents, the Teague Park restroom (costs higher than earlier estimates but supported in part by a grant described in the meeting as "about $157,000"), Mill Park restroom work that staff say may be completed by in‑house maintenance crews if bids remain high, and $20,000 to study pickleball court placement at Teague Park.
Barnes said Mill Park bids previously came in above available funding and that city maintenance staff remodeled two restrooms at Las Piedras Park as a demonstration that in‑house work is feasible. On pickleball, Barnes said the sport is currently a potential component of sports‑park phase 2 if the layout and budget allow.
A member of the public identified as a resident said they were pleased progress appeared imminent: "It's been 4 years since we've been talking about this. I'm so thankful that the funding is coming through and it's gonna get done." The council acknowledged resident support and reiterated that some project funding is contingent on expected development fees or grants arriving.
Next steps: staff said design and re‑bidding work would proceed for projects where preliminary funds are proposed, and that carryover projects would appear in the final budget where prior approvals and available funding permit.
