The Santa Paula City Council approved a two‑year investment in Housing Trust Fund Ventura County (HTFVC), authorizing $100,000 per fiscal year for 2025–26 and 2026–27, for a total of $200,000.
City staff told the council the trust fund provides low‑interest, below‑market loans to affordable‑housing developers and leverages local contributions to attract additional capital. Mary Anne Krause, a founding board member of HTFVC, told the council Santa Paula’s prior investments — a total of $300,000 over earlier years — helped leverage approximately $3,350,000 in loans supporting 302 affordable units in the city’s pipeline.
At the council meeting the city’s affordable housing trust fund oversight committee had unanimously recommended the $100,000 per year contribution. Council voted to approve the two‑year investment.
Council and nonprofit speakers emphasized the contribution is intended to multiply local dollars through revolving loans for projects that target low‑income households, farm workers, veterans, seniors and youth exiting foster care.
