One councilmember observed that annexation is contingent on closing of the developer’s contract and that a formal preliminary development plan must later satisfy Planning & Zoning and city ordinances. The council also discussed that CP zoning provides more authority to planning staff and the council over development details.
The Planning & Zoning report described public interest in the proposal; the council said additional parcels have been discussed but are not under contract. No council vote on annexation or zoning was taken at the May 19 meeting; the item was presented as a report from the commission and will proceed through the city’s normal review process.
