The Booneville City Council on July 21 approved an ordinance appropriating $918,363.39 to pay city salaries and accounts and authorized Pay Act No. 5, a $24,633 payment to Spectrum Environmental LLC for asbestos and lead abatement at the A and D Barracks at Fort Kemper Park. The ordinance lists allocations across funds, including $438,007.46 for the general fund and $228,274.43 for waterworks.
City staff said abatement work is nearly complete but must pass DNR wipe sampling before final contingency payments are released. "We're probably 85 to 90% paid out. So it's almost done," said Kate, a city staff member, during the meeting. Kate said some abatement will occur through demolition and that the city is coordinating with contractors and the Department of Natural Resources on final testing.
The council approved the consent item and the ordinance by roll call; all members voting answered in the affirmative on the recorded votes. The pay act was described in the meeting packet as payment to Spectrum Environmental LLC specifically for asbestos and lead abatement at Fort Kemper Park's A and D Barracks.
DNR wipe-sampling remains a required step before final closeout and release of contingency funds, city staff said. Councilors did not raise further questions beyond timing and testing procedures.
