City staff told the Hobbs City Commission that recent rainfall has produced rapid vegetation growth, increasing mosquitoes, rodents and related complaints, and urged residents to maintain yards to reduce pests. Staff also described the city’s mosquito‑control methods and provided contact information for service requests.
Jessica Silva, community services superintendent, said code officers are responding to complaints about overgrown properties and that enforcement has stepped up for commercial properties and repeat offenders — citations are now issued immediately if a property has received a recent warning. Silva said the code office prefers voluntary compliance but will issue citations when warnings have been given previously.
Parks and Open Space Director Brian Wagner described mosquito‑control work on public property: early‑morning fogging for adult mosquitoes, larvicide treatment in retention basins and drainage ditches, and priority scheduling for parks, sports fields, schools and other public gathering areas. Wagner said the city must comply with the New Mexico Department of Agriculture and the New Mexico Department of Health wind‑speed limits for spraying (1–10 mph) and cannot spray in the rain. He said fogging has shifted to mornings for better coverage and fewer people in public spaces.

He urged residents to remove standing water weekly and maintain pools, birdbaths and yard containers. Community Services staff said large‑item pickup for south of Broadway will be Saturday, Aug. 2, and residents who cannot move items to the curb may request assistance through the city’s clerk or community services offices.
Commissioners praised positive reinforcement programs and asked staff to publicize the mosquito contact information and yard‑maintenance reminders via radio, social media and the city website.
