"In the fund summary... we're transferring out $6,100,000 to other funds," Assistant Deb Corral said, and she listed examples: senior centers (just under $1 million), golf course (about $1.7 million), cemetery (just over $400,000) and public transportation (about $400,000). Deb noted a placeholder for LITA and said some amounts will be finalized as part of the carryover process.
Commissioners asked several questions about the airport and LCCA contributions. Staff said the preliminary budget includes an additional airline subsidy for JSX of $500,000 (budgeted as a six‑month subsidy in the prelim) and that the city’s requested LCCA contribution is higher than last year by roughly $1.5 million as presented to commissioners. Commissioners asked whether some LCCA items were capital or operating; staff clarified that some amounts are budgeted as operating because the work will not become a city‑owned capital asset.
On capital, staff reported $17,000,000 of capital requests across all funds with $4,500,000 in the general fund (down about $1,100,000 or roughly 20% from FY25). Major items mentioned in the presentation include mill and overlay work (a legislative appropriation for the Marland road project), a utility automatic meter reading project, about $1,000,000 in general‑fund paving, and airport/communications capital such as tower work and replacement of the Mel Jamar repeater tower. Deb Corral directed commissioners to department‑level capital detail in pages 26–33 of the budget book.
Commissioners requested additional detail on which LCCA items are capital versus operating and asked staff to return with a breakdown of the proposed airport and LCCA support for further action before the May 19 commission presentation.
