Deputy City Attorney Majene Desrosiers DuYon conducted the hearing and asked applicant representative Victor Bakhta about licensing and site conditions. Bakhta said the applicants had received preliminary approval from the New Mexico Regulation and Licensing Department and confirmed the location is not within 300 feet of a church, school or military installation. Bakhta identified himself as secretary-treasurer of AVM Liquor LLC; Mike Bakhta was identified as company president.
Why the commission approved it The record shows notice of the hearing was published in the Hobbs News-Sun on March 6 and March 20, 2025. No members of the public objected during the hearing, and commissioners recorded a unanimous vote in favor of the transfer.
Vote and procedural notes A motion to approve the transfer was made and seconded; the commission voted 6-0. The deputy city attorney noted planning provided a letter confirming Hobbs has no zoning that would bar the transfer at the proposed location.
