Commission approves development agreement with Stewart Development LLC for market-rate single-family housing

Todd Randall, assistant city manager and planner, said Stewart Development has had 16 development agreements for roughly 258 housing units and about $2.1 million in incentives to date. Randall described current work in Unit 2 as complete for horizontal infrastructure (streets, water and sewer) and said Unit 3 is under construction and will extend Delmarie Parkway into the development. He located the project near existing commercial anchors including Home Depot and Super Walmart and said a new middle school is planned in the Del Norte area.
Randall added that the future subdivision conforming to the development agreement can be approved administratively by staff when it only creates two lots. The commission moved and approved Resolution 7596 by roll call; Commissioners Smith, Mills, Fields, Calderon, Penick, Girth and Mayor Cobb voted yes.
Why this matters: the development agreement advances construction of market‑rate housing and associated infrastructure, and the project has previously used incentive agreements in multiple phases.
The commission did not attach additional conditions beyond the development agreement approval recorded in Resolution 7596.
