The Oak Grove Board of Alderwomen on July 21 adopted an ordinance amending Chapter 405 of the Unified Development Code to allow accessory dwelling units, both attached and detached, on residential properties. The vote was 4-1 in favor, and the ordinance becomes Oak Grove Ordinance No. 2140.
City staff brought the ordinance forward as an amendment to the city's accessory uses rules. Matt, a city staff member, told the board the proposed changes set development standards and specific provisions regulating placement, size, design and allowable occupancy of an ADU. He said the ordinance reflected prior work sessions and Plan and Zoning reviews dating to February and returning to the board several times through July.
The ordinance followed multiple work sessions and Plan and Zoning meetings earlier this year. The city clerk read the bill title twice before the board voted. In a roll-call on final adoption, Rachel Kilmer, Tracy Newcomer, Kelly Netto and Melissa Johnson voted yes; Pam Pope voted no. The ordinance was introduced as Bill No. 25-14 and was adopted that evening as Ordinance No. 2140.
Board discussion on July 21 was limited after staff presentation; a board member moved for first and second reading by title only and the board then moved to adoption by roll call. No amendments to the ordinance text were recorded on the meeting transcript.
The action updates the municipal code section cited in the board motion: Chapter 405, Section 405.21 (Accessory Uses) of the Unified Development Code, to add accessory dwelling units as an allowable accessory use under the new standards.
