Commission approves five measures including housing incentives and sports-field MOU

The Hobbs City Commission on an evening meeting voted unanimously to approve five measures: resolution 75 83 (removal of obsolete library property), approval to purchase a utilities dump truck and selection of Watson Truck and Supply as the vendor, resolution 75 84 (related-party contract with Watson Truck and Supply), resolution 75 85 (memorandum of understanding with Permian Basin USSSA for city sports fields) and resolution 75 86 (development agreement with Builders Build LLC for market-rate single-family housing).
Why it matters: The package moves city operations forward (vehicle replacement and fleet repair), formalizes tournament use of municipal sports fields with a regional organizer, and extends incentives and standards for new housing development. The development agreement (75 86) also includes new construction requirements aimed at controlling wind-driven dust on active sites and raises the maximum per-lot incentive the city will reimburse.
The commission first approved resolution 75 83, which authorized removal and disposal of obsolete or worn personal property from the Hobbs Public Library. Commissioner Calderon moved the motion; Commissioner Mills seconded. Commissioners Mills, Fields, Calderon, Penick and Mayor Cobb voted yes. The motion passed.
On the utilities vehicle purchase (action item 4), Tim Romer, Utilities Director, presented four vendor quotes to replace unit 1187 (a 2008 Ford F-350). Quotes included Richardson Investments/Rich Ford (Albuquerque) at $93,062.85; Watson Truck and Supply (Hobbs) at $94,907.00; Peoria P.F.V. Motors (Peoria, Ariz.) and Chalmers Ford (Rio Rancho) with similar models. Romer said the city considered the Rich Ford and Watson Truck offers equivalent; the commission voted to purchase from Watson Truck and Supply to support a local vendor. Commissioner Mills moved; Commissioner Penick seconded. Commissioners Mills, Fields, Calderon, Penick and Mayor Cobb voted yes.
Following that purchase approval, the commission considered resolution 75 84 to authorize a related-party contract with Watson Truck and Supply for certified service labor supporting International/Navistar, Cummins and Allison equipment. Janet White, Project Manager, said Watson submitted the low bid for an estimated 300 hours of service labor ($52,007.48), with higher quotes from Roberts Truck Center (Lubbock) and Border International Trucks (El Paso). White noted the owner of Watson Truck and Supply serves as an elected commissioner and disclosed that relationship as required. Commissioner Penick moved the resolution; Commissioner Fields seconded. The vote was unanimous in favor.
Resolution 75 85 authorizes a memorandum of understanding with Permian Basin USSSA to permit use of City of Hobbs sports fields for youth baseball tournaments at a proposed fee of $40 per out-of-town team; teams sanctioned as Hobbs teams are exempt from the fee. Recreation Director Doug McDaniel described the economic benefits from tournament visitors. Commissioner Calderon moved the motion; Commissioner Penick seconded. The motion passed 5-0.
Finally, resolution 75 86 approved a development agreement with Builders Build LLC to incentivize market-rate single-family housing. Todd Randall, Assistant City Manager and acting City Planner, said the agreement uses county housing incentive funds, increases the maximum reimbursable incentive to $15,000 per lot (up from $10,000), and adds site-construction requirements to reduce wind-driven dust and require 30-day-plus rental minimums for incentivized units. Randall said reimbursement occurs only after the city verifies work and issues a certificate of occupancy. Commissioner Calderon moved the motion; Commissioner Penick seconded. The motion passed 5-0.
