The Ways and Means Committee reviewed April financial statements on June 5 and heard about several items the finance staff flagged for the budget season: a TIF closeout adjustment of roughly $415,000, an ongoing increase in East Central Dispatch costs and a 76% rise in fines attributable to traffic enforcement efforts.
Michelle, city finance staff, told the committee a $415,000 amount appearing under insurance and other settlements is an adjustment from Tax Increment Financing (TIF) closeouts that posted in 2025 rather than in 2024 and is being held pending audit opinion before moving it back to sales tax revenue.
Committee members discussed East Central Dispatch, which uses a July 1–June 30 fiscal year. Finance staff said one municipality, Rock Hill, has already left the dispatch consortium and Webster is examining leaving; remaining participant cities are discussing options and potential replacement partners. The committee was told that shifting dispatch membership could raise costs overall and that the city and other managers are weighing service-level tradeoffs.
Committee members also asked about a 76% increase in fines. City staff explained the rise reflects more deliberate traffic enforcement, including deployment of a dedicated traffic officer assigned to areas with the most complaints; staff said some complaints come from residents and some from drivers who live in the city.
No formal action was taken; the items were presented for information and to inform budget planning.
